Please explain the issue you experienced in the most condensed way possible
Every time I either raise my armies, raise men at arms, or local army or raiders: Only a few of my knights spawn. My limit is 19 but only 4-10 will spawn with the corresponding army or rally point.

Please explain how to reproduce the issue
I believe it started after I chose the Kingsguard perk and my knight limit raised to 19. I was 2 generations into my file with a tribal government that had just conquered a feudal kingdom.

Is there anything else you think could help us identify/replicate the issue?

Sounds like you are suffering from this old ages old confirmed bug, which will hopefully be fixed in the next major update*, and is still current in 1.4: https://forum.paradoxplaza.com/foru...nt-joining-army-after-saving-loading.1465338/

If it is the same, it appears to be caused by loading a save in which knights are in the process of being raised, which leads them to being stuck "forever", each blocking a slot until dead/no longer a court member. The referenced thread includes help on editing your savegame to fix it when it occurs to you.

* Of course we wished for that in 1.3 too and were disappointed as it wasn't fixed for 1.4, but hope springs eternal.
