Please explain the issue you experienced in the most condensed way possible
Norse and seemingly other cultures with North-Germanic cultural heritage can target neighboring and coastal titles with Tribal Conquest CB. Any other tribal rulers can target any titles with Tribal Conquest CB, as long as the realm of the ruler targeted with the war is in diplomatic range, even ones completely surrounded by other titles of the target.

Please explain how to reproduce the issue
Select a tribal ruler whose culture does not have North Germanic Heritage (for instance, High Chieftain Tasulemb of Livonia in 1066), and target a distant ruler with landlocked titles (for instance, Kaiser Heinrich of the Holy Roman Empire in 1066), and see the list of counties or duchies you can select for Conquest CB. Then, select a ruler whose culture DOES have North Germanic Heritage (for instance, Chieftain Thord of Ångermanland in 1066), and again check what titles you can target with a conquest CB (for these example characters, you can again target Kaiser Heinrich of the Holy Roman Empire) - the available target counties or duchies are limited to neighboring and coastal titles (as seems intended).

Is there anything else you think could help us identify/replicate the issue?
North Germanic Heritage is what I suspect to be the deciding factor, but I did not test all possible factors. Still, I'm confident that it is not intended behavior that other tribals can target any landlocked titles with conquest CB while Norse and Norse-descendant tribals can only target neighboring and coastal titles with those same CBs. My recollection of past versions is that the norm was that only neighboring counties could be targeted, while Norse and descendant tribal rulers could also target coastal titles.

On further testing, faith also seems to play a role - a custom ruler with Norse culture but Ukonusko faith could target any titles, and a custom ruler with Finnish culture and Asatru faith could also target any titles - but a custom ruler with both Norse culture and Asatru faith could only target neighboring and coastal titles.

Update - the exact condition, as far as I've discovered with custom rulers on starting dates, seems to be that if the character has both culture with Longships (or coastal warriors tradition - I think Longships is the likelier candidate) and Ásatrú faith (or perhaps linked to one of the tenets of the faith? Further testing pending.), they can target neighboring and coastal titles with Conquest CB. The bug is, if those conditions are NOT met, there are NO restrictions on the war target for the tribal conquest CBs, the only restrictions being that the targeted ruler must be a valid target and that you are able to declare wars.

EDIT: narrowed it down, if the character does not have a culture that has longships innovation (or possibly, but in my opinion, unlikely, Coastal Warriors tradition) AND a faith with Warmonger tenet, they are under no restrictions on what titles they can target with tribal conquest CB (counties or duchies).
