Please explain the issue you experienced in the most condensed way possible
When I raid other rulers' lands, they don't get any negative opinion towards me. I can sack and plunder their entire realm, yet they still like me. Is this WAD? If so, then there should be a negative opinion modifier from raiding, and from raiding related events, for example when you choose the option to sack the settlement.

Please explain how to reproduce the issue
