Thank you for the report!
However, this is Working As Designed. This happens only to Characters that are in pool (auto-generated unlanded Characters that fill out courts or act as guests) and we want them to be diverse and interesting, so they get a leeway in traits that they can have. The mismatch happens, because we generate Characters with traits, while perk points are added only if Character is landed.
