Please explain the issue you experienced in the most condensed way possible
This was a big problem in CK2 and it has not been fixed in CK3. If I have vassals and titles that another vassal wants (say, a duke wants a county in his duchy that I hold and also wants a vassal in that duchy) and I have absolutely no way to give it to them due to succession laws, wars, or being unable to transfer a vassal that holds multiple titles, then I have to eat the malus for something that is not my fault and that I cannot possibly fix without incurring serious tyranny, if at all.

Even more absurd is that I cannot transfer a vassal who holds one county and one bishopric in that county to another vassal. No war, no explanation, I just can't do it because he holds both, even though it's a county + title in the county. This definitely looks like a bug.
