Please explain the issue you experienced in the most condensed way possible
I'm playing the Empire of Sweden, have over 100 counties apart of my realm, and I am not over my demesne/vassal/domain limit. My available levies were over 40,000 but as soon as I raised my armies, my levy count dropped to just over 8,000. And it's not like I had 8,000 that could replenish, my new maximum was 8,000. I checked everything I could think of, tried reloading the game, etc, but nothing helped. And now other nations are attacking me with levies way higher than I can raise. So I surrendered a bunch of counties and waited for my current ruler to die so I could see if I had the same issue with his heir. I managed to raise my levies to around 10,000 when Catholic Church started a Holy War so I raised my levies again and, again, my levies dropped to just over 8,000.
Please explain how to reproduce the issue
Have large amounts of levies and then try to raise them.
Is there anything else you think could help us identify/replicate the issue?
I'm playing the game on easy with custom rules. I'm not sure if that has anything to do with the issue.
