Please explain the issue you experienced in the most condensed way possible
My player heir and the line of succession for my capital is going to other family members and not my children. Does not revert when succession happens i.e. new character also has same issues.

Please explain how to reproduce the issue
Not sure. Polygamy, incest, and tanistry probably have something to do with it.

Is there anything else you think could help us identify/replicate the issue?

Besides, "Confederate Partition" clearly states "Upon succession, all Titles held by the late Ruler will be divided amongst their Eligible Children" - not some other dude! This is clearly a bug. Furthermore, "Male Preference" merely means that younger male children take precedence before older female children, not that female children do not inherit.

Please refrain from answering bug reports if you think you might be mistaken: Paradox usually interprets this as "ah, another mistaken bug report that others in the community don't see as a bug" and ignore it, so it really really sucks for actual bugs.

OP: you could try switching to Partition or High Partition to see if that fixes it.

There is definitely some oddness with succession, but I see you have some titles with title succession laws different than your realm laws. Is your top title subject to any? For example, if you have tanistry, your primary title heir will be your heir, but your other titles will either follow the general kingdom realm succession laws or laws you have set separately.

OP: you could try switching to Partition or High Partition to see if that fixes it.

I have a son and daughter and as pointed out, under any combination fo gender laws, at least one of those should inherit my primary title. As I am still tribal, only confederate partition is available to me. This primary heir thing started under the previous ruler and I was hoping when he died it would straighten itself out and revert to normal but it still thinks that cousins or something should inherit before children. I am certain this is not how things are intended to work.

Not a bug. Tom013 had it right: Your Player Heir is the heir of your primary title, the Kingdom of Ireland, which is using Tanistry Elective Succession. The realm succession law only applies to titles that don't have their own law set. To get to the election window either click the envelope notification at the top or scroll to the bottom of the succession tab.

I do agree that the UI could be a lot clearer on this.

Ok, I went back and tried messing with the election for the Kingdom of Ireland and that does change the player heir to the new leading candidate. I guess what was throwing me off into thinking this was bugged is that usually, the inheritance would include my children for any titles not under an elective. So I was expecting my kingdom and two duchies to go to their respective tanist but the actual counties in my domain to be split among my current character's children. The way it seems to work is all counties under the elective duchy title also go to the tanist, leaving the current character's children with nothing in this case. I will see if the inheritance screen tries to have the current character's children inherit any non tanistry titles once I acquire some.

Tanistry is terrible right now because it does not apply to your realm (i.e. duchies and counties), but only your kingdom titles. Partition is perversely easier to manage.

You can apply tanistry to your duchies as well as your kingdom titles. It's just you only get the decision pop up for Kingdom titles with the discounted cost of 300 prestige. You can still manually add Tanistry to Duchies from the title management screen (clicking on the title one or two times) for 1500 prestige. The problems with it seem to be the lack of any details on how its meant to work in-game and some possible discrepancies between what the succession screen shows will happen on ruler death and what actually occurs. What happened to me with this playthrough is that after I set up tanistry for Ireland and my two Duchies, I made sure each of my eligible children got at least one country which, judging by the succession screen, took them out of the partition of remaining titles. So in the end, the succession screen showed that all my holding would go to the tanist and that no titles would be given to the children and no titles would be created either. The actual result was somewhat different. All the holdings in the Tanistry duchies did go to the tanist along with the Kingdom but new Kingdom titles were still created for the children and the existing vassals were split up between them in a somewhat haphazard manner. Iceland for instance ended up under Navarra while I was expecting that all De Jure titles would go with their Kingdoms and all other titles would stay with the primary (Kingdom of Ireland). So the succession screen lies at any rate.
