Please explain the issue you experienced in the most condensed way possible
Game stopping desync in CK3 multiplayer; mismatch in gamestates between the host and the hosted player. As a result, the game kicks the non-host player. The mismatches are different each time, e.g. "in provinces" or "random_count."

Error message given: "Out of synch: These players' gamestate differs from that of the Host, due to some miscalculation done by the game."

This problem happens almost immediately after loading a save from an on-going multiplayer campaign.

The problem began immediately after the 1.3.1. Corvus version update for CK3. Northern Lords DLC not purchased by any of the players.

Please explain how to reproduce the issue
The bug appears after reloading a save of an on-going campaign played by the same two people. It happens after at least over an hour (or maybe more) total time of gameplay in that particular campaign; if we start a new campaign and test a reload, everything seems fine, up until the 3rd or 4th time we play the campaign. This began after the corvus patch; neither of us who play have bought Northern Lords flavor pack.

Is there anything else you think could help us identify/replicate the issue?
