Please explain the issue you experienced in the most condensed way possible
Duchy of Lombardy building in Milano, has a weird thing where I can't change a building or upgrade it because I don't own it...? I have owned it for the last 30 years, btw.

Please explain how to reproduce the issue
Load up my game, try to upgrade Milano's Duchy building or change it to Tax and let me know how it goes for you.

Is there anything else you think could help us identify/replicate the issue?

Notice I own the county, I am the Emperor, so I own the entire Duchy. This is a castle holding, owned by ME and it says I can't upgrade or construct a new one because it is "NOT held by you." So, who the heck is holding it?
