Thank you for the report!
As Pied-Noir said "Mashriqi" is levantine. The proper console command to change Culture in a single County is:
effect title:c_byzantion = {set_county_culture = culture:levantine} I used County of Byzantion and Mashriqi Culture as an example.
in which you need to put county id after the "title:" and culture id after the "culture:".
As for your latest comment, I would need a save, ideally right before the convert task is finished.
