Please explain the issue you experienced in the most condensed way possible
Immediately upon starting the game, the map scrolls downward off the screen. I can press `Home` to make it pop up but it slides off again just as quickly. Hovering over the blank map shows rapidly flickering tooltips for different terrain and features.

Please explain how to reproduce the issue
Connect game pad, start game or tutorial with any settings.

Is there anything else you think could help us identify/replicate the issue?

I found a solution in another thread, this happens when you have a gamepad connected. Edited the OP to reflect this. I think it's still a bug but it's not one that bothers me anymore
