Please explain the issue you experienced in the most condensed way possible
When creating a custom ruler, some/all of their vassals will be given to their liege.

Please explain how to reproduce the issue
I simply created a custom ruler for a title which itself was a vassal of another title. Note that sovereign titles do not lose their vassals when I create custom rulers for them.

Is there anything else you think could help us identify/replicate the issue?
