Please explain the issue you experienced in the most condensed way possible
Kingdom can become part of de jury empire of Hispania. But not part of the struggle.

Please explain how to reproduce the issue
Start as any ruler that is clan or feudal. take over canaries, feudalize the counties with gold, speed up development of islands using console commands. Take decision of creating kingdom. Chose the option that states to be part of empire of Hispania.

Kingdom is now part of the empire, but not part of the struggle which it probably should be if the empire of Hispania is de jure liege

It's because the Iberian Struggle is locked to the Geographical Region of Iberia, not the Title of Empire of Hispania
