Please explain the issue you experienced in the most condensed way possible
I started as the Duke of Portucale in the 1066 start. I've finally been able to create the Kingdom of Portugal but now there is no apointed Cultural head. Maybe one of the issues is that when I was of Galician culture we we're already in the high medieval era and now as Portugese we reverted back to the early medieval era.

Please explain how to reproduce the issue
I've added both save games from before and after forming the Kingdom of Portugal.

Is there anything else you think could help us identify/replicate the issue?

what do you mean you tried again?

I just had this same issue in Ironman mode... did you just wait 1 year? My game says im still Castillan head...

Yeah you're right I just waited 2-3 months and I became portugese head finally!
