Please explain the issue you experienced in the most condensed way possible
Exposure seems to be arbitrarily giving you innovations from cultures that don't make sense, not even remotely similar, or located near.
Ex: Portuguese getting innovations from Punjabi (Religion) when majority Portuguese culture was following Christian faith (Ruler was Christian)
Please explain how to reproduce the issue

From my understanding Exposure seems to be a way to catch up (random innovations) based on nearby adjacent similar cultures.
The more similarities the faster the exposure gain, in theory, should be.
In my example Portuguese culture isn't going to gain faster exposure for innovations by getting spread from Punjabi as there shouldn't be anything similar. It should instead be getting spread from maybe nearby Andalusian or perhaps immediate neighboring Galician (Iberian culture groups). I was playing as Aragon with Aragonese culture.
Final thing to note. This mechanic could be good to catch up a new formable such as Portugal. The kingdom & culture were both formed near 1066. I started in 867. Their culture was very backwards being stuck as Tribal. Early Medieval was not discovered yet for Portuguese, yet most of the world was nearing the start or had just discovered High Medieval at that point. Should new formables that create new cultures be this backward if formed late or should they benefit from increased innovation spread from exposure? What is the point of forming a Portugal so late if the culture is going to be stuck far back thus limiting technology.
Is there anything else you think could help us identify/replicate the issue?
