Please explain the issue you experienced in the most condensed way possible
I have a claim on a county and a duchy of this duke but cannot declare war because it says I have no claims. I have checked the liege realm and its at authority 2 so i should be able to as a fellow duke vassal.

Please explain how to reproduce the issue

Is there anything else you think could help us identify/replicate the issue?
i asked for both claims from the head of religion if that helps
