Please explain the issue you experienced in the most condensed way possible
A holy order, whose patron is the Pope, formed the Italo-Anglo-Saxon hybrid culture and converted the culture of the county where its capital barony is. This happened about 5 years after an 85-year run of Anglo-Saxon popes, so the cultural acceptance did allow for hybridization--but should holy orders be allowed to create hybrid cultures?

Please explain how to reproduce the issue

This is the key question. Maybe or maybe not but I personally think it'd be cool if they fleshed this out more and enabled hybridization events like say Central Germanic Holy Orders with Baltic or West Slavic cultures.
