Switching the "county capital" to "city holding" and then granting it to a random vassal will prevent "the first line of succession heir" from participating in any "title elections"

After my investigation, the appearance of this bug has nothing to do with enabling mods. The reason for this is "lay clergy". This bug is triggered when the player "revoke title" of a "city baron", has "lay clergy" in the player's "clerical tradition", and "move county capital" to this city and then grants it to a random vassal. This will prevent the first in line of succession heir from participating in elections for any title. However, this error will not be triggered if the player's "clerical tradition" is "theocratic" when the title "City Baron" is revoke. That is to say, the difference between the two cases is that when the player Revokes the title of "City Baron", it depends on what the player's Faith is "Clerical Tradition" at that time.

The government of "City Baron" is Republic. The player's government is clan.
