Please explain the issue you experienced in the most condensed way possible
Game tells me "Betrothed can marry" (by popup in top of the screen), but "Send Proposal" button is grayed out and when I hover over it a popup says they actually cannot marry. And I don't know why they cannot marry, when I try to hover over red exclamation mark icon the popup disappears.

Please explain how to reproduce the issue
1. Find an adult male spouse for a young teen courtier.
2. Turn him into a Mayor and make him homosexual (not sure if this is the reason).
3. The game will announce "Betrothed can marry" once the teen becomes adult.
4. The betrothed will not be able to marry and will be stuck in betrothal.

Is there anything else you think could help us identify/replicate the issue?

I had a similar event happen in my game. I had put out the call for claimants, and in came a 45 year old woman with a kingdom claim. When I invited her to court, I immediately got a notification icon for "betrothed can marry". To my surprise, it was the woman who just joined my court and her would-be husband. Got the same thing where the button was inactive with the same vague and unhelpful error message.

If one of them is a mayor they can not marry, ask Paradox why.

Mayors must be married before they become a mayor and the game currently likes it, to give mayor titles to betrothed characters, I think betrothed characters should not be able to get titles, to avoid the marriage.

This is weird.

I can grant a barony to my kin and still marry them off.

But I cannot marry them off to unmarried mayors.

What is this restriction for anyway? It's inconsistent and pointless.

Mayors are deleted from the save game after their death, but if they have family they can not be deleted aka pruning, so Paradox prevent Mayors from marry and have a family, to prune them after their death.
