Please explain the issue you experienced in the most condensed way possible
Haesteinn-->India-->coupla Generations-->Become cultural head after split, have 2/3 of the Norse counties in the world, yet be told I have 6% of them because percentage count is never being done properly, counting all Norse derived cultures as still Norse, as well as all actual Norse culture remaining, blocking regional innovations that should be open after the Norse split. So even though there are like 34 Norse counties including Iceland, and I have 21 of them, game says I only have 1% in Oman and 5% in India despite converting multiple entire duchies there. reloading the game didn't help. very frustrating.

Please explain how to reproduce the issue
play past 950AD or whenever it fires. Know the majority of Norse culture is in India and be told only 5% is in India.

Is there anything else you think could help us identify/replicate the issue?
I wonder if there's two checks for the percentage vs the number of counties (Wootz Steel vs Elephants, since one is possible and the other impossible in this playthrough on this save)
