Please explain the issue you experienced in the most condensed way possible
I start the game from either steam, or via the launcher which I start from program files or from the exe directly in the binaries folder and I always experience the same outcome. The game CTD's when it is initially loading (During the Initializing Game step) to the main menu.

Please explain how to reproduce the issue
Start the game anyway you please.

Is there anything else you think could help us identify/replicate the issue?
I have everything (exe & launcher executable's) marked as Run As Admin.
I have ran everything directly from the Steam folder (Launcher & ck3.exe)
I have verified as well as fully reinstalled the game.
I have totally uninstalled my Antivirus for testing reason.
The bug report function is crashing, so I can not send the crash reports via that. (I have attached what I believe to be them but let me know if you require more)
I was playing the game perfectly fine up until 10 hours ago.
I have no windows updates or graphics cards updates that I can see.

I found a fix to my issue but this really needs to be resolved correctly.

The issue clearly has to do with Cloud Saves breaking the game.

If I remove the following folder

C:\Program Files (x86)\Steam\userdata\<Random Number Folder>\1158310

The game starts as expected. This really should not break the whole game :-/

Obviously to anyone who else might do this, do so at your own risk, although I did not find any, I do not know if there are consequences.

Please try disabling the SSAO option in the graphics setting, you can also try to disable overclocking on your GPU if you have it enabled.
