Please explain the issue you experienced in the most condensed way possible
The decision "Restore the Holy Roman Empire" has an ambiguous tooltip:
> You must control or hold the traditional elector titles: the Duchies of Ostmark, Ostfalen, Ease Franconia, and Bohemia, as well as the Counties of Trier, Mainz, and Cologne.
The Duchy of "Ostmark" does not exist in 867, though d_ostmark exists, being owned by a Polabian ruler and named "Luticia". However, the tooltip does not account for cultural names. Furthermore, the decision requires the four duchy titles to be directly held by the ruler, forcing him to suffer the "too many duchies" penalty. (The counties do not have to be directly held, this is fine.)
This requirement is in fact 7 requirements lumped into one, and it would be better to list them separately, with "all of the following must be true". Lumped into one requirement, it is confusing in its current state. It is even more confusing when one accounts for the fact that the tooltip does not account for dynamic title names (for example, trying to find "Ostmark" and finding it nowhere when it already exists as "Luticia", just as one example).
Please explain how to reproduce the issue
Launch the game in -debug_mode, and use Ludwig the German in 867. Try to vassalize the four required duchies, and you will find that the requirement is still not checked. Usurp or revoke the duchy titles for yourself, and as long as you have the three counties (held directly or vassalized) then the requirement should be checked.
