The reason, why you can't use option "Find Spouse" on your landed Family Member is because they have their own court now in their own holding. Being a landed character gives this freedom of choosing your own Spouse, or even declining an offered marriage proposal.
You are able to use "Arrange Marriage", because you are offering a marriage to another ruler - no matter, how much smaller than you he is. You are literally trying to get in an alliance with another ruler, not trying to marry off an insignificant Family Member without land to another ruler to get alliance with that third party ruler.
Forcing another ruler into a marriage with a person from a County/Duchy/Kingdom they are not interested in making alliance with is simply not an option.
