My Fabricate claim was discovered, but I got accused of plotting murder? Is there not a "lesser" penalty for Fabriate Hook

Please explain how to reproduce the issue
Get caught fabricating a hook.

Is there anything else you think could help us identify/replicate the issue?
I tried without mods, same issue. And none of my mods touch the files that affect this any way.
