Please explain the issue you experienced in the most condensed way possible
I started a game in the 867 start date and saw that Estonian doesn't have access to longships because "The Estonian culture is not present in Northern-Europe".
Firstly, Estonia is in the empire of Scandinavia and it is in Northern-Europe...
Secondly, Estonians were vikings and raiders even before the viking age started, they were seen as an integral part of the Nordic world by other Northerners. There's plenty of information about that online.
Thirdly, the Finnish culture has access to longships as "it is in Northern-Europe". Funnily enough, Finns were never known as great seafarers or raiders. For instance, the northern coast of the Gulf of Finland was almost deserted in the viking age while the southern (Estonian) coast of the Gulf of Finland was heavily populated as the Austrvegr went by the Estonian coast. The population of Finland was also very small compared to Estonia and Sweden.
Fourthly, the Estonian culture should have longships unlocked already in 867AD because they had been raiding over the sea for centuries before that date. One example from the 7th century:

Yngvar Harra (or Ingvar) Proto-Norse *Ingu-Hariz (d. early 7th century) was the son of Östen and reclaimed the Swedish throne for the House of Yngling after the Swedes had rebelled against Sölvi.[1]
Snorri Sturluson relates in his Ynglinga saga that King Ingvar, Östen's son, was a great warrior who often spent time patrolling the shores of his kingdom fighting Danes and Estonian vikings (Víkingr frá Esthland). King Ingvar finally came to a peace agreement with the Danes and could take care of the Estonian vikings.
He consequently started pillaging in Estonia in retribution, and one summer he arrived at a place called Stein (see also Sveigder). The Estonians (sýslu kind) assembled a great army in the interior and attacked King Ingvar in a great battle. The Estonian forces were too powerful and Ingvar fell and the Swedish forces retreated. Ingvar was buried in a mound at a place called Stone or Hill fort (at Steini) on the shores of Estonia (Aðalsýsla).
