Please explain the issue you experienced in the most condensed way possible
The description of the "Establish Norman Culture" decision says that the "Duchy of Neustria" will be renamed to the "Duchy of Normandy ". Taking the decision does not result in the name changing at all.
Please explain how to reproduce the issue
In 867, start as the Duke of Neustria, convert to Norse culture (console) then take the "Establish Norman Culture" decision. The Duchy will not be renamed.
Is there anything else you think could help us identify/replicate the issue?
Playing around with the "set_title_name" effect was what actually made me discover this bug. It doesn't work at all, so there's your problem.
