Please explain the issue you experienced in the most condensed way possible
My current existing max development penalty is 35, but i still have a huge amount of penalty, and i get some negative modifiers from other counties even if they don't have any negative modifies

Please explain how to reproduce the issue
load the save and see my development broken, but for other culture is not

Is there anything else you think could help us identify/replicate the issue?

Development Growth for Development Level above zero always gets a penalty.
The penalty increases linearly with increasing Development Levels until the "max Development Penalty". After that, the penalty is a constant.

i don't think you notice, but my dev penalty is already at 3.8, and my max penalty is 35..

Thank you for your report however this is not a bug, existing development penalty increases slightly with every development point gained. Hope it helps!
