Please explain the issue you experienced in the most condensed way possible
The city of Pisa is occupied by Pope Leo XI. Pope Leo XI is dead. Pisa is involved in no wars except the one I'm fighting against them. Which I cannot win as I cannot occupy their single holding.

Please explain how to reproduce the issue
