Please explain the issue you experienced in the most condensed way possible
An earl under my kingdom tried to murder me and thus I decided to arrest her. The game shows I have a 0% chance to arrest her and if I fail then she will rebel against me. So as usual, I decided to try to arrest her and let her rebel. However, this couldn't happen because she is not my direct vassal(or I guess that is the reason). The rebellions became invalid every time she tried to do so. And thus ended without her being arrested.
Please explain how to reproduce the issue
