Please explain the issue you experienced in the most condensed way possible
I am not informed about Norse and Visigothic culture splits even if I'm within diplomatic range as the list refers to the empty suebi_counties list. Events global_culture.0015 and global_culture.0005 are not fired respectively. (Also, please fix the code comments for Norse)
