Please explain the issue you experienced in the most condensed way possible
Conquest should only be adjacent or coastal, but I and others in discord are able to reproduce conquest is letting you declare war on anybody in diplomatic range instead.
* African tribals coastal or landlocked can declare with conquest CB on any province in their diplomatic range.
* Muslims can declare with conquest CB on any province in their diplomatic range.
* Norse tribal coastal CANNOT do this.
* Norse tribal landlocked CAN do this.
Please explain how to reproduce the issue
867 start, choose Chief of Kwahu-Akyem and try and declare war on Nyene with conquest - it works when it shouldn't.
Switch to Chief of Jamtaland and try and declare war on Plock (landlocked europe) - it works when it shouldn't.
Switch to Bjorn of Uppland (coastal) and try and declare war on Plock - it doesn't work as intended.
Is there anything else you think could help us identify/replicate the issue?
We had a big discussion in official discord in ck3-general about this starting at 5:58 PM EST on 2020-09-30. The conversation starts with me saying "i'm still miffed with why african tribals can conquest without adjacency". If you follow the conversation, other discord members chime in and confirm what I'm saying, and also someone was checking code comments that they think might be relevant.
