Please explain the issue you experienced in the most condensed way possible
Playing as Haesteinn, Count of Montaigu. Norse culture, Asatru religion, Feudal. I conquered the duchy of Cornwall using the "conquer duchy" CB. The title existed and was held by my enemy. The war goal and the screen where I enforced my demands both said I'd receive the target title, but I only received the county titles. I am forced to pay 250 gold to form the duchy level title. Possible cause (guess only) is that Cornish culture calls it a 'petty kingdom' and Norse culture calls it a 'Jarldom'.

Please explain how to reproduce the issue

New development. I was just playing the game and noticed that when viewing my heir it shows him as heir to the duchy of Cornwall even though the game still wants me to create it.

As for the second issue you mentioned - this is due to Confederate Partition law, where heirs can create non-created titles for themselves upon succession which is working as designed.
