Please explain the issue you experienced in the most condensed way possible
Declaring a war on the high chief of Lusatia, he had 1199 troops displayed. Waiting for my allies to arrive, some time passed with him chasing my army. Then, a new army appeared for him, having the number of units displayed as his levy in the war screen and on his personal ui. He raised it as second army of Torgau. No mercenaries hired. No men at arms hired. After raising them, the summary of his troops on the war screen did not update, it's still 1340 levies and 6 champions while he is fielding an army of 2327 levies and 6 champions. surrendering, his levies stayes at 14xx.

Please explain how to reproduce the issue
start the game as the count of Orlamünde and attack Lusatia.

Looks like it's mostly an UI issue. The High Chief had too many counties held at the start of the game. giving land to vassals, he first lost levies and then gained them, when the over vassal limit malus faded. The number of levies did not update with those changes.
