Please explain the issue you experienced in the most condensed way possible
Forming Portugal as Portucale, using the "Form Portugal" decision, creates the Portuguese culture and overwrites the Galician culture of all your provinces (or whichever culture is the present culture). As the cultural head of Galician culture, I formed Portugal, and the Portuguese culture, and immediately lost all of my High Medieval innovations, reverted to early medieval, and the bonus innovations from forming Portugal unlocked only one innovation, which I already possessed before the decision.
Please explain how to reproduce the issue
As Portucale in the 1066 start date (as with trying to earn the achievement Last Count, First King), use the "Form Portugal" option while the head of the Galician culture and once your culture is in the High Medieval age.
Is there anything else you think could help us identify/replicate the issue?
Perhaps because one or two provinces of Galician culture was out of my control, the overwrite of the decision didn't actually merge our cultures?
P.S. Sorry, the only save I have is the current state, as I am on iron man and this is my first exit. The screenshots include Portuguese culture innovations and the two innovation pages of the Galician culture, which was my previous culture before I formed Portugal and the Portuguese culture.
