Please explain the issue you experienced in the most condensed way possible
Cultures with no counties of their culture will gain progress to all regional innovations.
Please explain how to reproduce the issue
Run the game for a few decades, use character finder to find an Ashkenazi character, and look at the progress on their regional innovations (African Canoes + Longboats, etc.).
Is there anything else you think could help us identify/replicate the issue?
