Please explain the issue you experienced in the most condensed way possible
When starting a new game, if the Gender Equality game rule is set to "Equal" along with the creation of a custom ruler, when the game starts, the Gender Law will still be "Male Preference." and the game will then behave as if the Gender Law is set to Male Preference.

Please explain how to reproduce the issue
Start a new game, select a start date, select "Play as any Ruler", pick any start location, click on Game Rules and set Gender Equality to Equal. Then click close and create your own ruler. When you click Play and load into the game, the Gender Law will still be set Male Preference.

Is there anything else you think could help us identify/replicate the issue?
I tested with different start dates, initial rulers, and starting locations. The gender and traits selected for the custom ruler do not seem to matter, the bug will still happen. If you set Gender Equality to Inverted, that does work and Gender Law will show "Female Preference" when you load into the game. If you do not create a custom ruler and only change the Gender Equality rule, when you load into the game the Gender Law will correctly show Equal. This bug only seems to happen if you create a custom ruler. Creating the ruler before or after changing the game rule does not seem to matter. Saving the game, restarting CK3, and then reloading the saved game still shows the incorrect Gender Law. I also took the step of installing the game fresh onto a completely different computer and the result was still the same.
