Please explain the issue you experienced in the most condensed way possible
A rebelling vassal (e.g. from a failed arrest) sends the standard "War were declared" message, but unlike other cases does not pause the game.

Please explain how to reproduce the issue
Fail an arrest.

Is there anything else you think could help us identify/replicate the issue?
