Please explain the issue you experienced in the most condensed way possible
All levies from territory shown as 0. men at arms remain playable/raisable but no levies.
Lost subjugation war moments before this occurred. also finished fascination and had capital lost to siege.

reloading did nothing.
raising and disbanding did nothing
changing marshal focus did nothing
moving rally point did nothing
adding now rally point and raising worked
