Please explain the issue you experienced in the most condensed way possible
I'm not particularly literate when it comes to reading the game's text files, but the lines under "might_cheat_on_partner_trigger = {" in the file "00_romance_and_seduction_triggers" seem to suggest that characters are not supposed to cheat on soulmates unless they are lustful or a seducer. However, it seems to be surprisingly rare to have a spouse who doesn't cheat, and being married to a soulmate doesn't seem to affect those odds. By the way, I think the same restriction ought to be extended to lovers as well. Adultery in general seems ridicilously common too. When leading a decently large realm, I always have a long list of characters I could imprison for fornication or adultery if those are illegal things. It often makes dealing with troublesome subjects pretty trivial.

Please explain how to reproduce the issue
