Please explain the issue you experienced in the most condensed way possible
I attacked Hungary for Nyitra as the King of Bohemia (vassal of the HRE), and it passed under Polish control, so I continued the war against Poland. Kaiser Heinrich was also fighting Poland for a different county, my armies became hostile to him and his allies. Likely the HRE AI didn't go out of its way to fight my armies.

Please explain how to reproduce the issue
Attack someone who is being attacked by someone else.

Is there anything else you think could help us identify/replicate the issue?

I don't think this is a bug. You have to be able to fight Heinrich so you can (for example) take Polish territory even if Heinrich already occupied it all. Otherwise you can get "locked" into being unable to get warscore because another belligerent already took the counties you can get to.

Obviously you can just stay out of Heinrich's way too, but at least you have the option to take the stuff he occupies if you want to.
 
I'd prefer a rule that lets attackers avoid conflict when they have non-conflicting goals. It does seem silly when attackers squabble over "who occupies that county first" when it's clear that both of them will ultimately win against the defender.

One possible rule is:
  • You're hostile only to others with overlapping CB targets.
  • Your warscore is automatically 100% if the enemy is fully occupied, and either:
    • You fully occupy your CB target, or
    • You occupy the enemy capital and nobody hostile to you occupies any of your CB target
Another possible rule is:
  • You're initially hostile only to others with overlapping CB targets.
  • You may become temporarily hostile to any attacker by besieging a province they already occupy. AI attackers usually won't do this unless they are out of other things to do.
