Please explain the issue you experienced in the most condensed way possible
If you try to rename an artifact with a tooltip link in the name, no matter what you put in it it will always say the name's too long.

Please explain how to reproduce the issue
Have an artifact with a link in the name, click rename artifact, replace name with anything.

Is there anything else you think could help us identify/replicate the issue?

Hold backspace longer and it should eventually get rid of the tooltip and link and let you rename it.

It'd be nice if the name length was changed to only count the rendered characters.
Not only would it fix this bug, but it'd also give us the ability to create item names that contained tooltip links of our own.
Better yet, interface support for creating such tooltip links.

Even cooler would be events that can rename items;
killing your nemesis in a duel, as a knight killing hundreds of heretics in battle, etc etc.
