Please explain the issue you experienced in the most condensed way possible
I'm a tribal chief with no vassals, and I completely control 2 tribal holdings. I'm also within my demesne limit. Each holding can provide 302 and 177 levies respectively; however, I can only raise a total of 206 levies.
Please explain how to reproduce the issue
I'm not sure. Be a tribal chief under a High chief.
I don't think it's because I'm providing half my levies to my liege. I have a -100 opinion of him, so I couldn't be possibly giving him that much men, right?
Is there anything else you think could help us identify/replicate the issue?
