Please explain the issue you experienced in the most condensed way possible
I have a claim on a County. When I go to declare war on Napoli, I can get to the screen where you would select your casus belli. However, when I go to select my casus belli, there is no valid CB. You normally can't even get to this screen without a CB.

Please explain how to reproduce the issue
Not sure how to reproduce generally, but on my save, try to declare war on Napoli.

Is there anything else you think could help us identify/replicate the issue?

I have attached a save game

Yes

maybe because of "Byzantine Traditions" => Characters with negative physical traits cannot use Claim Casus Belli
if Napoli ruler has Greek culture for example

that means if you are a dwarf, wear a mask, have only one leg, ..., or something else that is red. you can not declare war

celibate => "not able to get children" (mostly by life-perk and Embrace Celibacy decision, but also when get by event) is also dealt as negative physical trait (there are bug-reports about this, because it is a act of willpower and not a physical Problem. where i agree with them)

Would celibate count as one of those? That's the only trait possible to trigger it for my first character. My second character did have an eye patch.

Regardless, I don't think you should be allowed to get to the select CB screen if you can't select anything.

as i wrote, yes

agree. paradox did a bad job for the UX/UI at this point. they should let you see the CB, but made it unable to execute with the hint:

"Culture of War-Target has the regional tradition: Byzantine Traditions.
because you have this negative physical traits:
exact list of traits you have that count as negative. (Icon with text beside)
you cannot use this Claim Casus Belli"

Celibate definitely counts. It was originally reported a bit over a year and a half ago, right after release, and has been confirmed as a bug:
