Can't create a holding having just moved from Tribal to Fudeal
Please explain how to reproduce the issue
Tried in current game and new ones and can't create a holding in any game
Is there anything else you think could help us identify/replicate the issue?
Just play via xbox cloud gaming and try and create a holding while having a Fuedal gov type
