Please explain the issue you experienced in the most condensed way possible
Changed to Norman then put Oxford as my Capital but I don't get the decision to change to English

Please explain how to reproduce the issue
Just form Kingdom of the High Seas then as Norman try to convert to English

Is there anything else you think could help us identify/replicate the issue?

That's not a bug - your primary title needs to be either Britannia, England or a de jure title within England.

That's not a bug - your primary title needs to be either Britannia, England or a de jure title within England.

England de jure drifts into the Kingdom of the High Seas. Britannia is not formable afterwards

I have the same issue. The decision doesn't list having england as primary title as a prerequisite as far as I can see.

Oh well, guess I'll have to try to lose the high kingdom of the north sea through elective succession while keeping the kingdom of England.

After becoming English I can always claim the throne of the high kingdom again.

Quite a challenge in ironman especially but ever since I'm high king it has been easy going anyway.
