Please explain the issue you experienced in the most condensed way possible
Can't add a new cultural tradition after entering Early Medieval even though Early Medieval gives one plus tradition slot.
Please explain how to reproduce the issue
Played as Anglo-Saxon culture, it begins with 4 traditions.
Added one more tradition by reforming culture, now 5 in total.
Created hybrid culture with Cumbrian, kept 5 traditions when merging.
Entered Early Medieval and got one more tradition slot, but couldn't add any tradition to it when reforming culture
Restarting the game solved the problem
Is there anything else you think could help us identify/replicate the issue?
