Please explain the issue you experienced in the most condensed way possible
The patch fixed Holy Orders in cities, but being the owner/ liege of the leased holding, I still cannot build there?!? I didn't see anything in the patch notes about HO AI building / upgrading themselves.

I also don't understand why in this game I'm attaching, ALL my options to lease are cities, while I actually hold castles and temples but none of those appeared in the list to form the holy order.

Please explain how to reproduce the issue
Get to the point where you can form a holy order, form one, then see the building options grayed out.

Is there anything else you think could help us identify/replicate the issue?
I think I can build in my vassals holdings, so why not a holy order?

Hello!

Thank you for your report however this is not a bug, leasing out cities does not make Holy Order a vassal to the liege, as such, there is no jurisdiction over the city/temple.

In that case, are Holy Order AI able to / more likely to upgrade their holding and its buildings on their own? I have not been founding Holy Orders because they don't ever seem to build. Next, I'm going to try a workaround to lease them 2 holdings, save up gold, revoke 1 to upgrade it, give it back to them, revoke the other one, and so on.
