Please explain the issue you experienced in the most condensed way possible
Beginning as Habsburg Count of Aargau in 1066, I have fulfilled the requirements to take the Form Archduchy of Austria decision. However, the decision seems to be making the requirements BOTH/AND having a dynastic emperor with a strong hook, rather than EITHER/OR. Despite fulfilling the BOTH/AND criteria, it seems the decision doesn’t recognize anyone from cadet houses as qualifying for a dynastic emperor.
Please explain how to reproduce the issue
Try to take the decision when starting as Count of Aargau in 1066.
Is there anything else you think could help us identify/replicate the issue?
It seems to only recognize the parent/senior dynastic house for the dynastic emperor criteria, as well as both/and for the dynastic emperor or strong hook on emperor criteria.
