Please explain the issue you experienced in the most condensed way possible
I'm at war over the county of Lodi but I can't siege its main holding so I cannot win the war. I've sieged down everything else and have tried numerous times with different armies to siege Lodi but nothing happens. Because of this I cannot win this war as I have a huge negative modifier for failing to take the war target and I've sieged down everything else and ping-ponged the enemy army to death trying to catch the leader to win. It has never happened on any other holding across multiple playthroughs
Please explain how to reproduce the issue
Try to siege the county of Lodi in the save I provided.
