Upon reforming Ásatrú, raiding armies cannot be raised nor can armies begin raiding.

Please explain how to reproduce the issue
Reform Ásatrú, in my file that was done by a vassal of Sweden.

Is there anything else you think could help us identify/replicate the issue?
